There have been reports that Israelis will be able to apply for the US E2 visa, come May 1, 2019. On the other hand, a US Embassy official has in a statement, made it clear that there has not been an official agreement on when this visa program will be open to applicants of Israeli nationality. There has been a lot of confusion following the availability of this visa program to Israelis which has dragged on for years.
The speculation going around is that Israeli citizens can begin to apply for this visa by May 1, 2019, with the requirement to invest up to a stipulated amount in America and also hire Americans.
Israel failed to keep its end of the bargain
US former president, Barack Obama, signed a treaty in 2012, which made Israelis eligible to take part in the US E2 visa scheme. Unfortunately, the program could not kick off as Israel did not reciprocate with a visa program for American citizens to invest in companies in Israel.
The issue of a reciprocal visa program was settled in June 2018 by the Internal Affairs Committee of the Israeli Parliament. The Committee introduced the B5 visa which is supposed to serve as a gateway for interested American entrepreneurs to grow their businesses in Israel.
Due to the constant delays and the resumption of Donald Trump as the president of the US, many suspected that the E2 visa deal between the two countries was dead. The US Department of State (DoS) in April 2017, notified the American Immigration Lawyers Association (AILA) that Israel did not meet its end of specific requirements for reciprocity.
The expectation was that Israel would do a prompt review of the regulations. For this reason, the DoS expressed in its notification to the AILA, its anticipation that the E2 visa program will be available for application for Israelis by the fourth quarter of 2017, but it didn’t happen. It’s been two years since then, and there are fears that the deal is gone.
