Expression of Interest Numbers Unveil Immigration Appeal for Quebec

On September 18, 2018, a portal called Arrima was introduced to aid the management of profiles which were submitted to the Quebec Skilled Worker Program after the Expression of Interest was introduced by the former government which lost the election to Coalition Avenir Québec (CAQ) on October 1, 2018.

With this Expression of Interest system, interested candidates are required to make a profile which will be stored into the database of applicants for Quebec Skilled Program.

Work experience, training area, skilled in French, candidate’s educational information, and other details were required for the profile. Cértificat de selection du Québec (Quebec Selection Certificate) may be given to these candidates depending on these factors or others such as Demand of labor in a Quebec’s given region.

Immigration ministry in Quebec also known as MIDI by French initials has not issued any candidate in the new bank, till date.

Simon Jolin-Barrette, the CAQ Immigration Minister in Quebec, said that a logjam of about 18,000 applications which were submitted initially to Quebec Skilled Worker Program has to be dealt with firstly, using the first-come-first-served basis that the first system used before it was replaced by Expression of Interest.

However, the government is proposing to dismiss the applications which are pending, instead of processing the backlog so that it will be able to concentrate on EOI which were submitted through Arrima.

MIDI was asked by AQAADI, the main Immigration Lawyers Association in Quebec, to rethink the plan again. They said MIDI should work on the applications on the backlog first.

Simon said that the Expression of Interest system is however programmed to address the Labour’s needs in Quebec so that MIDI will be allowed to classify and pick candidates with matching work experience with their current jobs especially those in the acute part of Canada, where there is a shortage of Labour.

The Program since September 2018

Of the 91,307 candidates who have submitted their profiles as reported by the News Agency TVA in Quebec, there are 720 electrical engineers, 5,260 administrators and 2,160 people as nurses and other occupations.

The CAQ has kept to their campaign promise of reducing immigration targets in Quebec temporarily by 10,000 new immigrants per year, since the inception of Arrima six months ago.

The policies of immigration by CAQ is to properly integrate the Quebec’s newcomers to provinces which speak French majorly and also correctly match them to the existing jobs present.
